What jurisdiction would the export fall under?

The International Traffic in Arms Regulations (ITAR) apply to the the export of defense articles and services. Physical items, as well as software or technical data that relates to defense can be subject to regulation. Technical data includes information on the design, development, production, manufacture, assembly, operation, repair, testing, maintenance or modification of defense articles. This includes information in the form of blueprints, drawings, photographs, plans, instructions or documentation.

Export Administration Regulations (EAR) are restrictions from the US Commerce Department. EAR applies to nearly all international exports, with few exceptions, that are not controlled by another government agency’s regulations.
